Why has the crimean peninsula of ukraine been a bit of a problem?

What kind of problem? Be more specific. If you mean as a source of international conflict, I would speculate that anywhere along a seashore is easier for foreign countries to control, hence naval powers like Britain, Turkey etc. are more willing to have a go at it. As I recall, even the ancient Greeks had settlements and/or trade on the Black Sea's northern shore!
