The real question is, why in the world did you just buy another dog when you can't afford a $30 crate? That was really irresponsible. Look on craigslist or ebay for used crates in your area that you can pick up in person to avoid the shipping fee. A crate is really the best option, since your new puppy will grow into a dog capable of injuring or killing your proportionately tiny jack russel/dachshund. Talk to your vet, they can offer suggestions on what you can do to stop the behaviour. You need to ert your dominance over your pack, and put the puppy in it's place. Feed Milo before Ellie.
