How harsh should her punishment be?

7/5/08 I was in a Dots in Shirley NYand overheard two female employees conversing about customers. I did not hear what the first female said completely but at the very end I heard her say “I believe they do that on purpose” and the other female commented “Yeah I know, they should be sent back to their own country”. I was not more than 3 feet away, (because I just asked for entry into the dressing room) and I heard this. The first female response was “ugh don’t say that”. I heard nothing more, but as I was trying clothes on I began to get angry because it’s 2008 and blatant ignorance and racism is alive and doing very well. So I went to make my purchase and I asked for the store manager...to my surprise it was one of the two females! So I asked, if it is policy to condone such racial comments from an employee. She said no not at all but she could not reprimand the girl in front of customers. I certainly don’t know why because she made the statement in front of customers.
